Scientists Recognized for Outstanding Work in Power System Resilience

Lawrence Berkeley National Laboratory Research Scientist Bin Wang and Retired Staff Scientist Joe Eto were recognized for outstanding publications by the world’s largest technical professional organization, the Institute of Electrical and Electronics Engineers (IEEE), and its Power & Energy Society (IEEE PES)

Eto and Wang received 2025 PES Prize Paper Awards for their roles in co-authoring the most impactful IEEE journal publications of 2023-24, as selected by a technical committee. 

Eto served on a task force that published a 2023 report called “Methods for Analysis and Quantification of Power System Resilience.” It outlines methods for measuring or predicting power system resilience to critical events like natural disasters, cyber-attacks, equipment failures, and more. 

Wang co-authored “A Review of Public Safety Power Shutoffs (PSPS) for Wildfire Mitigation: Policies, Practices, Models and Data Sources,” which explores in depth California’s practice of proactively de-energizing electric infrastructure to prevent catastrophic wildfires.  

Eto and Wang were celebrated along with their colleagues at the 2025 IEEE PES General Meeting and Awards Gala in July.
