U.S. State Electricity Resource Standards: 2025 Data Update

This annual data update provides information on state electricity resource standards, covering both state renewables portfolio standards (RPS) and broader clean electricity standards (CES) that include nuclear energy and fossil generation with carbon capture and sequestration. The data files and accompanying slide-deck summary provide updated information on state RPS and CES target levels and estimated demand, historical RPS & CES capacity additions, and historical RPS & CES target achievement and compliance costs, among other items.

As a federally funded national laboratory, Berkeley Lab and the authors make no claim on the merits of state RPS and CES policies. However, because these policies impact the electricity sector, Berkeley Lab provides basic factual information about these programs through its annual data products.
