Bio

Steve Schiller is an Affiliate with the Energy Markets and Policy (EMP) Department of the Lawrence Berkeley National Laboratory. He has over thirty years of experience in the energy industry with a focus on distributed energy resources and climate change mitigation. Steve has been a senior manager or CEO of three energy engineering and project management firms, including his own which was sold to an international, energy and technology company. Steve has overseen the development and administration of energy programs in over a dozen states, and in other countries, for utilities, local, state and federal government agencies and organizations such as the World Bank. He is also an experienced arbitrator and mediator as a Member of the Neutrals Panel of the American Arbitration Association.

Steve supports research projects in the EMP Department and is also providing technical assistance services in several states through the EMP Department. This work involves developing demand flexibility, energy efficiency and other distributed energy resource strategies and infrastructures for states that are starting up, ramping up, or updating their efforts. Over the last few years this has included work in Arizona, Arkansas, California, Delaware, Hawaii, Illinois, Kentucky, Ohio, New Jersey, New Mexico, Pennsylvania, South Dakota, Texas and Washington. He also provides a wide range of support for EPA and DOE offices including consulting to EPA’s State and Local Branch on integrating renewables and efficiency into air quality and climate change mitigation programs.

Steve is an advisor and Board Director for private companies delivering innovative grid edge solutions. He also provides alternative dispute resolution services for the energy industry.

Steve is an internationally recognized evaluation, measurement and verification (EM&V) expert having been responsible for many of the guidelines and protocols used in the industry – including the IPMVP and the State Energy Efficiency Action Network (SEE Action) Impact Evaluation Guide as well as FEMP, ASHRAE, EPA, DOE, and IEA reports, protocols and guides. Steve was also the facilitator for a LBNL energy efficiency EM&V webinar series for government agencies - https://emp.lbl.gov/emv-webinar-series. He is one of the 14 people who have received a lifetime achievement award from the IEPEC over the last 25 years. He also received the Art Rosenfeld Lifetime Achievement Award from the California Energy Efficiency Industry Council.

Steve’s international work has included energy efficiency assignments for the International Energy Agency, the United Nations, the World Bank, and utilities and/or governments of Canada, China, Costa Rica, Croatia, Mexico, Poland, Thailand, and Vietnam. He is active in domestic and international efforts associated with incorporating energy efficiency into greenhouse gas reduction strategies. With respect to these efforts, for over six years he was a Small Scale Working Group Member, United Nations Framework Convention on Climate Change CDM Executive Board. He is also the former Vice Chairman of the California Climate Action Registry Board of Directors (appointed by the California State Senate) and founding steering committee member of The Climate Registry.

Steve was also an Entrepreneur in Residence for the California Clean Energy Fund, a Senior Advisor with the University of California’s California Institute for Energy and Environment, and a Visiting Scientist with the UC Davis Energy Efficiency Center. He continues to be a member of the University of California, Berkeley, Mechanical Engineering Department's Advisory Board.

Steve holds Mechanical Engineering degrees from the University of California, Berkeley and the University of Michigan. He is also a registered Mechanical Engineer in California
